In 2004 Richard Whitt, then at MCI, framed the argument for using the layer model to define communication policy. I find this very useful: it is consistent with the architecture of the internet, it articulates a clear separation of content from conduit, and it has the added benefit of been a useful visual representation of something that can be fairly abstract. Whitt’s key principle is that companies should respect the distinction between these layers.
